Jesus' first shepherding analogy paints the Pharisees as sheep rustlers.
The analogy of God's people as sheep and God as their Shepherd had a long-running Old Testament precedent. Jesus brought the analogy into the New Covenant, first by teaching about a flock which is mixed in with other sheep, but also by naming Himself as the Shepherd of the sheep. He began by drawing a distinction between two approaches to leadership. While the false shepherds must coerce obedience, the true Shepherd need only speak, for His call is effective and His sheep necessarily follow Him.
