I Samuel 7:3-17
Samuel restores order to the chaos of Israel.
In the wake of the catestrophic loss to the Philistines, Samuel's first move was to challenge the Israelites with their moral responsibility. If they wished to return to the Lord, they must repent of sin. Israel responded well, and soon Samuel was also functioning as a priest as well as judging Israel. He did not, however, become their King. Rather, God clearly demonstrated that He alone would be king in Israel.
